$150 laptops are available but they are only useful for basic productivity work without an internet connection. If you want to get online and surf the internet then you'll have have to bump your budget up to at least $299. Ebay is probably the only place where you could find 150 dollar laptop computers. Keep in mind that $150 laptops are old, used, discontinued computers that usually contain outdated parts.
There are brand new desktop computers on the market that start at $199 and are suitable for surfing the internet, receiving and sending email, listening to and burning CDs, watching DVDs, and downloading or saving a reasonable amount of files.
